We built a unified self-service portal for the city of Vilnius — a system that lets residents top up their “Vilnietis” city card, buy electronic tickets and use transport services online.

Before this project, residents had to use several separate systems for tickets, fines and parking permits – each service required a separate login and followed different process logic. The new unified self-service portal brought all the main services and integrations together in one convenient place, simplifying both use and administration.

Key features and capabilities

The system delivers 9 transport and parking services, all accessible in a single self-service environment. Users can buy short-term and long-term electronic tickets, pay for parking in charging zones, order permits for residential-zone or commercial-area parking, and obtain permits for electric vehicles, motorised vehicles and people with disabilities. They can also submit refund requests, pay fines and activate a bike storage facility.

The self-service portal covers registration via the Electronic Government Gateway or by email, sign-in through VIISP, profile management, service history, balance overview, access to invoices and support features — including an FAQ and real-time chat. Alongside this, e-commerce logic was built in, with a service catalogue, a discount system, payment templates, reminders and payment processing through VPO.

Integrations

The system is integrated with 6 external and internal information systems: the VIISP identity service, REGITRA, the Centre of Registers, Redango, VPO, and the internal systems of Susisiekimo paslaugos, plus PFDB. Each integration handled a different data flow — identity verification, vehicle registry checks and payment processing — allowing every operation to be carried out in one environment without additional logins.

Daisoras’ contribution

Daisoras took part in the project from analysis through to launch. We contributed to the solution architecture, programming, integration work, testing and system deployment. During the project we built a coherent system logic that made it possible to unite previously separate functionalities into one consistent self-service environment. We also extended the authentication logic that had previously applied only to permit issuing.

Project results

Once the project was delivered, previously separate services were brought together into one system with integrations to external and internal platforms. This helped standardise administration, centralise data flows and create a more consistent self-service environment for both users and the administration side.

The solution was deployed on the client’s infrastructure with responsive design, full testing, training materials and staff training. The project is still being actively developed today.

What makes this project significant is that it brought the transport and parking services residents rely on into one technically unified self-service environment. This kind of solution simplifies using the services, eases administration and creates a stronger foundation for developing the system further.
